Our Story

Milinova Engineering Consultants was founded out of a simple observation from years of working in land development:
Many of the challenges that delay projects or drive up costs are not caused by a lack of engineering they come from engineering being brought in too late or applied without a full understanding of how a project will actually move forward.
After more than 15 years working on land development projects across Northern Virginia, Diana Milian saw this firsthand. Projects often begin with strong concepts, but as they move into detailed engineering and review, constraints related to grading, stormwater management, utilities, or agency requirements begin to surface. This can lead to redesign, delays, and added complexity.
Through working closely with developers, architects, and project teams, Diana developed an approach centered on understanding how projects move in practice, not just on paper. That includes navigating local jurisdictions, responding to review comments, and aligning engineering decisions with real-world constraints early in the process.
Milinova was established to bring that perspective to every project combining full-service civil engineering design with practical, early evaluation of site constraints and approval considerations.
The goal is not just to produce engineering plans, but to support projects from concept through construction with clear, buildable solutions.
Today, Milinova supports residential, commercial, and mixed-use developments throughout Northern Virginia, providing civil engineering design and guidance from early feasibility through final approvals.
Projects are led with direct, hands-on involvement from a licensed Professional Engineer, maintaining clear communication and continuity from start to finish.
